(1) REGULATORY FRAMEWORK: The Cable Communications Policy Act (47 U.S.C. § 551) requires cable operators to disclose their personally identifiable information collection practices annually, limit collection to what is necessary for service provision or legally mandated, and obtain affirmative written consent before disclosing viewing data to third parties. CPNI rules under 47 U.S.C. § 222 and 47 C.F.R. Part 64 restrict use of customer proprietary network information derived from voice and broadband services. CCPA/CPRA (Cal. Civ. Code §§ 1798.100–1798.199) provides California subscribers rights to know, delete, correct, and opt out of sale or sharing of personal information. FTC Act Section 5 applies to any deceptive disclosures in the privacy notice.
