The agreement authorizes Stripe to place holds on funds, establish reserves, and delay or withhold payouts to businesses based on Stripe's risk determinations, which can directly affect a business's cash flow without guaranteed advance notice. Users are also responsible for all chargeback fees, dispute costs, and fines assessed by card networks, and by accepting the agreement they are bound by card network rules they may not have separately reviewed.
