What it is

To use Purchase Protection, you must have a good-standing PayPal account, pay through PayPal, try to resolve the issue with the seller first, respond to PayPal's documentation requests on time, and not have already received compensation from another source.

This analysis describes what PayPal's agreement states, permits, or reserves. It does not constitute a legal determination about enforceability. Regulatory applicability and practical outcomes may vary by jurisdiction, enforcement context, and individual circumstances. Read our methodology

ConductAtlas Analysis

Why it matters (compliance & governance perspective)

Consumer impact (what this means for users)

Consumers must satisfy all listed eligibility conditions simultaneously, meaning a delayed response to a documentation request or an informal settlement attempt with the seller that PayPal considers an 'alternative resolution' can disqualify an otherwise valid claim.

What you can do

⚠️ These actions may provide transparency or partial mitigation but may not fully address the underlying issue. Effectiveness varies by jurisdiction and individual circumstances.
  • Dispute a Fee
Log into your PayPal account, go to the Resolution Center, document your attempt to contact the seller, and open a dispute. Respond to all PayPal requests for documentation promptly to preserve your eligibility.

(1) REGULATORY FRAMEWORK: Multi-condition eligibility requirements in consumer financial protection programs are reviewed under CFPB UDAAP authority (12 U.S.C. § 5531) and FTC Act Section 5 for potential unfairness where the conditions are procedurally burdensome or inadequately disclosed. The requirement to contact the seller first may interact with Regulation E's error resolution procedures for unauthorized transaction claims. (2)
