This provision establishes Sony's compliance framework for child account governance and data sale restrictions under children's privacy laws. It creates a parental approval mechanism as an operational requirement and conditions data sale practices on verifiable consent processes based on the user's age category.
Users under 18 cannot independently establish PlayStation accounts; parental or guardian creation or approval is required as a prerequisite to account activation. Child account holders' personal information is subject to restrictions on sale, with consent requirements varying by age (parental consent for under-13 users; opt-in consent from the minor for ages 13-16).

"If a child is under 18 and wishes to create an Account, we require a parent or guardian to create or approve their Account. Each child Account created by or on behalf of a child under 18 must be part of a Family Account. Subject to applicable law, we do not sell personal information of users under the age of 16 without affirmative opt-in consent from the minor aged 13 to 16 or a parent or guardian (for users under the age of 13). We collect the date of birth for all accounts so that we can apply the appropriate controls. For children under 13, only a parent or guardian can create the Account.— Excerpt from Sony PlayStation's PlayStation Privacy Policy
