What it is

PayPal, in its sole discretion, reserves the right to terminate this agreement, access to its websites, or access to the PayPal services for any reason and at any time upon notice to you and payment to you of any unrestricted funds held in your PayPal account. If we limit your account, we will provide you with notice of our actions... We may limit your account as a result of: Regulatory requirements; Suspicious or unauthorized activity; Failure to provide required information or cooperate with our investigation; Your performance history with us; Excessive disputes, chargebacks, or reversals; Violation of this agreement.

Consumer impact

PayPal's User Agreement significantly affects your financial rights and access to funds — PayPal can place holds on your money for up to 180 days and limit or suspend your account at its discretion. You waive the right to participate in class action lawsuits and must resolve all disputes through individual binding arbitration, which is generally more costly and less accessible for small-dollar claims. You can opt out of the arbitration agreement by sending a written notice to PayPal's Legal Department at 2211 North First Street, San Jose, CA 95131 within 30 days of first accepting the User Agreement.

  • Close Your Account
    To voluntarily close your account before PayPal does so, log in to your PayPal account, go to Settings, and select 'Close your account' — ensure you withdraw all funds first.
