The policy permits cryptocurrency-related advertising in a tiered structure where most advertisers (including exchanges, wallets, and coin trusts) require Google certification, while certain categories (including businesses accepting cryptocurrency payments, mining hardware, and NFT games with in-game purchases) may advertise without certification in limited circumstances, subject to applicable local regulations in all targeted geographies.
This analysis describes what Google Ads's agreement states, permits, or reserves. It does not constitute a legal determination about enforceability. Regulatory applicability and practical outcomes may vary by jurisdiction, enforcement context, and individual circumstances. Read our methodology
This provision creates a differentiated certification and compliance framework for cryptocurrency advertisers that reflects acknowledged regulatory uncertainty, placing the burden on advertisers to research applicable local regulations across all targeted geographies in an area the document itself characterizes as complex and evolving.
Interpretive note: The boundary between certification-required and certification-optional cryptocurrency business categories may not align consistently with regulatory classifications under applicable financial law, and the evolving nature of cryptocurrency regulation creates ongoing ambiguity in the compliance obligations this provision generates.
Under these terms, consumers may encounter cryptocurrency-related advertising from businesses that have received Google certification for regulated crypto products (exchanges, wallets) as well as from businesses in certain categories that are not required to obtain certification, subject to the content restrictions applicable to all advertisers.

"Due to the complex and evolving nature of regulations related to cryptocurrencies and related products and services, we allow certain categories of cryptocurrency-related products and services to be advertised with and without certification by Google in limited circumstances. While most advertisers must be certified by Google, there may be limited circumstances where certification is not required. When promoting cryptocurrencies and related products, you must comply with state and local regulations for any region or country that your ads target.Excerpt from Google Ads's Advertising Policies Overview
1) REGULATORY LANDSCAPE: Cryptocurrency advertising engages a complex multi-jurisdictional regulatory landscape including SEC oversight of securities-classified crypto assets, CFTC oversight of commodity-classified crypto derivatives, FinCEN registration requirements for cryptocurrency money services businesses, state money transmitter licensing, EU Markets in Crypto-Assets Regulation (MiCA), and FCA guidance in the UK. The document explicitly acknowledges the evolving nature of these regulations and directs advertisers to conduct their own jurisdiction-specific research. 2) GOVERNANCE EXPOSURE: High. The acknowledgment that regulations are complex and evolving, combined with the placement of compliance research responsibility on the advertiser, means that cryptocurrency advertisers face material legal exposure from regulatory developments that may not be reflected in Google's certification requirements at any given time. The distinction between certification-required and certification-optional categories may not align with the legal characterization of those businesses under applicable financial regulation. 3) JURISDICTION FLAGS: US advertisers must navigate SEC, CFTC, FinCEN, and state-level regulatory requirements that vary by product type and business model. EU advertisers operating under MiCA face a harmonized but still developing regulatory framework. UK advertisers face FCA financial promotions rules that impose specific disclosure requirements for crypto asset marketing. Jurisdictions with outright advertising bans or restrictions on cryptocurrency promotion (China, certain Middle Eastern jurisdictions) are particularly significant for global campaigns. 4) CONTRACT AND VENDOR IMPLICATIONS: Agencies managing cryptocurrency advertiser accounts should conduct thorough legal diligence on the advertiser's regulatory status in each target jurisdiction before campaign launch, given the advertiser-borne compliance responsibility and the acknowledged regulatory complexity. Google's certification does not constitute a legal authorization to advertise in any particular jurisdiction. 5) COMPLIANCE CONSIDERATIONS: Cryptocurrency advertisers should maintain current legal assessments of their regulatory status in each target jurisdiction and establish a process for monitoring regulatory developments that may affect advertising eligibility. The non-exhaustive list of location-specific requirements referenced in the document should be reviewed, and legal counsel with jurisdiction-specific expertise should be engaged for markets with complex or rapidly evolving crypto advertising regulations.
