Why it matters (compliance & governance perspective)

The 20 USDT cap on USDT processing fees provides a defined maximum cost for large USDT withdrawals.

The updated fee schedule removes the pre-published 1% fee for instant unstaking and instead discloses the fee only at the moment a user requests to unstake. This means users can no longer review the exact cost before initiating a transaction through the published schedule. The revision also explicitly includes converting a pending standard unstake to an instant unstake as a fee-triggering action. No fee continues to apply if a user waits for the full unbonding period.

ConductAtlas Analysis

Institutional analysis (regulatory & governance intelligence)

REGULATORY LANDSCAPE: Processing fees on stablecoin and Lightning Network transfers may require evaluation under state money transmission laws, which in some jurisdictions regulate fees on electronic money transfers. The dual-fee structure for these transfer types may require disclosure under applicable consumer financial protection regulations. GOVERNANCE EXPOSURE: Low. The fees are specifically disclosed with defined rates and caps, reducing disclosure adequacy risk. The 20 USDT maximum on USDT processing fees provides a defined ceiling that is operationally clear. JURISDICTION FLAGS: New York money transmission regulations and California's Money Transmission Act may impose specific fee disclosure requirements for cryptocurrency transfer services. EU users may have rights under MiCA or PSD2 regarding fee transparency for payment-adjacent cryptocurrency transfer services. CONTRACT AND VENDOR IMPLICATIONS: Institutional users conducting high-volume USDT withdrawals should note that the 20 USDT cap on processing fees applies per transaction, not in aggregate, based on the document language, though this is not explicitly stated and warrants clarification. COMPLIANCE CONSIDERATIONS: Compliance teams should verify that the dual-fee structure for Lightning Network and USDT transfers is disclosed in all applicable transaction flows, and that the fee disclosures satisfy state money transmission and consumer financial protection requirements in all jurisdictions where these services are offered.
