(1) REGULATORY FRAMEWORK: The Video Privacy Protection Act (VPPA, 18 U.S.C. § 2710) prohibits video service providers from knowingly disclosing personally identifiable information concerning video content requested or obtained by a consumer to any third party without informed written consent. CCPA/CPRA (Cal. Civ. Code § 1798.100 et seq.) classifies sharing of personal information with advertising networks as a 'sale' or 'sharing' requiring opt-out rights. The FTC Act Section 5 applies to unfair or deceptive data sharing practices. GDPR Art. 6 and Art. 9 are engaged for any EU-resident users.
