Why it matters (compliance & governance perspective)

This provision establishes the operational boundary of Google's processing authority over Customer Personal Data, directly relevant to GDPR Article 28(3)(a) requirements, and clarifies that Customer's use of platform settings and functionality constitutes a form of Instruction.

Interpretive note: The extent to which default platform settings constitute sufficiently specific Instructions under GDPR Article 28(3)(a) may require jurisdiction-specific legal assessment.

Consumer impact (what this means for users)

Under this provision, the scope of Google's permissible processing of Customer Personal Data is determined by how Customer configures and uses the Google Ads platform, including settings and functionality, meaning that platform configuration decisions by advertisers constitute binding Instructions governing data processing scope.
