Google has unchecked unilateral authority to delay your payments with no defined criteria, no mandatory notification, and no specified timeframe for resolution, which could disrupt time-sensitive purchases or cause merchants to cancel orders.
Google Pay's terms authorize the service to charge any valid saved payment method if the one you selected is declined, which could result in unexpected charges to a card you did not intend to use. The terms also confirm that when you pay through a third-party merchant using Google Pay, your payment details are passed directly to that merchant and Google has no further involvement in resolving disputes or refunds. You can manage which payment methods are saved to your account and adjust privacy settings, including opting out of Google disclosing your Google Pay status to merchant websites, at https://payments.google.com/gp/w/u/0/home/settings.
