(1) REGULATORY LANDSCAPE: The California Online Privacy Protection Act (CalOPPA) requires websites to disclose how they respond to DNT signals, and Bluesky's explicit disclosure of non-compliance satisfies this requirement. Some newer state privacy laws, including California's CCPA as amended by CPRA, introduce Global Privacy Control (GPC) as a legally recognized opt-out signal, which is distinct from DNT. The FTC monitors compliance with stated privacy practices. The policy does not address GPC compliance, which may be an omission for California-focused compliance teams. (2) GOVERNANCE EXPOSURE: Low to Medium. DNT non-response is standard across the industry and explicitly permitted by the absence of a binding DNT standard. However, the absence of any reference to Global Privacy Control compliance may create California-specific exposure, as GPC is treated as a valid opt-out of sale or sharing of personal information under CCPA. (3) JURISDICTION FLAGS: California is the primary jurisdiction of concern given GPC obligations under CCPA as amended. Colorado and Connecticut privacy laws also recognize GPC as a valid opt-out mechanism. EU users are not materially affected by DNT non-response given the separate cookie consent framework under the ePrivacy Directive. (4) CONTRACT AND VENDOR IMPLICATIONS: Vendors providing analytics or tracking services to Bluesky should be assessed for GPC signal recognition capability. If Bluesky's analytics stack does not process GPC signals, this may create CCPA compliance exposure. (5) COMPLIANCE CONSIDERATIONS: Compliance teams should assess whether the policy's silence on GPC creates an obligation to update the policy and implement GPC signal recognition for California users. A review of the tracking technology stack to determine whether GPC signals are currently being processed would be a prudent first step.
