What it is

In-person purchases may or may not be covered depending on exactly how you pay: goods and services QR code payments are eligible, PayPal World via QR code payments are not, and in-person collection of items removes Item Not Received coverage even for online orders.

This analysis describes what PayPal's agreement states, permits, or reserves. It does not constitute a legal determination about enforceability. Regulatory applicability and practical outcomes may vary by jurisdiction, enforcement context, and individual circumstances. Read our methodology

If you buy something online using a digital QR code, or in person by scanning a PayPal goods and services QR code, your transaction may be eligible for PayPal's Purchase Protection program. However, PayPal's Purchase Protection program does not apply to payments made in person using PayPal World via QR code. For non-QR code payments, your purchase is not eligible for Item Not Received claims if you use PayPal or PayPal World to pay in person, or if you order online, but collect the item in person, or arrange for it to be collected on your behalf.

ConductAtlas Analysis

Institutional analysis (Compliance & governance intelligence)

REGULATORY LANDSCAPE: These distinctions based on payment method engage CFPB oversight of payment service providers and consumer disclosure obligations. The distinction between PayPal goods and services QR codes and PayPal World QR codes is a product-specific distinction that may require clear point-of-sale disclosure to satisfy FTC standards for material disclosures. GOVERNANCE EXPOSURE: Low. The provision establishes clear, product-specific coverage rules, and the distinctions are disclosed in the document. However, the operational complexity of distinguishing between QR code types at point of sale may create consumer confusion and complaint exposure. JURISDICTION FLAGS: State consumer protection laws may impose obligations on payment service providers to disclose material coverage limitations at the point of transaction. This provision applies to US users; separate regional terms govern non-US users. CONTRACT AND VENDOR IMPLICATIONS: Merchants deploying PayPal World QR codes should be aware that buyer transactions processed through that method are not covered by Purchase Protection, which may affect how merchants communicate their return and dispute resolution processes to buyers. COMPLIANCE CONSIDERATIONS: Compliance teams should assess whether point-of-sale disclosures adequately communicate the coverage distinction between PayPal goods and services QR codes and PayPal World QR codes, and whether signage or digital disclosures at merchant locations reflect the current program terms.
