Why it matters (compliance & governance perspective)

This provision establishes that COPPA compliance (and equivalent international child protection standards) is a condition of program eligibility, and that child-directed sites are categorically excluded from participation. Amazon retains sole discretion to assess suitability, meaning a COPPA-adjacent site could be removed from the program without a described appeals process.

Consumer impact (what this means for users)

This clause makes sites directed at children or that collect personal information from children under 13 ineligible for the Associates Program. Associates operating sites with any child-directed content should evaluate whether their site falls within the definition of an unsuitable site under this provision.
